His first sentence is the one that resonates. BO's approach is very Carteresque in that their (BO's and Carter's) view is one of a finite economy. Ronald Reagan, of course, understood otherwise and the rest, as they say, is history. If all boats are lifted, who cares if some are lifted more than others?
